This is a summary of the Greek Parliamentary election results since 1974. It is presented in charts covering three periods. Each chart shows the percentage of the popular vote that was received by each section of the electorate.
The period 1974 – 1990 marks the formation of the post – dictatorship era.
The period 1993 – 2009 is characterized by the dominance of the New Democracy, the stronghold of the right, and PASOK, the powerhouse of the center-left.
The period 2012 – 2023 is the one where the patterns and certainties of the previous two periods have disappeared. This significant change of the political landscape has been confirmed in the elections of 21/05/2023 and 25/06/2023.
The following sections are included:
Right. New Democracy is the party that dominates the right and today covers a significant part of the center.
Center. The center party EK disappeared after the 1977 elections. Most of its supporters moved over to PASOK.
Center-Left. PASOK has been the dominant party of the center-left in Greek politics until 2009.
Left. This section includes the Communist Party of Greece, SYRIZA, and some opportunistic and marginal formations that do not have longevity.
Extreme Right. This is a section that has been revived since 2012. It includes formations to the right of the “New Democracy” party.
From 1974 to 1990
The major developments in this period are the following. • “New Democracy”, the party founded by Konstantinos Karamanlis after the restitution of democracy in 1974, dominated the political scene in the two elections of 1974 and 1977. It lost power in the period 1981 – 1989, to retail it in the period 1989 – 1993. • PASOK became the dominant party of the center – left and was able to challenge New Democracy, seizing power in 1981. It retained it until 1989, when it lost it. • “Union of the Center”, the party of the “center”, received 20% in 1974, and then fell to 12% in 1977 vanishing into insignificance in the elections that followed. • The parties of the left, including the communists, maintained a percentage around 12%. • Apart from 1977, the extreme right did not receive a percentage above 2%.
From 1993 to 2009
The major developments in this period are the following.
PASOK returns to power after the 1993 elections.
Andreas Papandreou dies in the summer of 1996.
His successor, Kostas Simitis wins the elections of 1996 and 2000.
Kostas Karamanlis, the leader of “New Democracy”, wins the 2004 and 2007 elections.
George Papandreou, the leader of PASOK wins the elections of 2009.
The left struggles to reach 12%
The extreme right climbs to 6% of the popular vote in the 2009 elections.
From 2012 to 2023
The major developments in this period are the following.
• In the first 2012 elections, the left gets more votes than the right. • This will continue until the 2019 elections. • In 2023 the right reverses the previous trend and gets more votes than the left. • The extreme right becomes a significant force in Greek politics. • PASOK shows signals of a slow recovery, but still has a long way to go.
After a spectacular rise and a stint in government (2015-2019), SYRIZA is in 2023 almost down to the level of 2012.
Τις ημέρες αυτές παίζεται ένα σενάριο πολιτικής επικοινωνίας που παρουσιάζει ενδιαφέρον επειδή είναι τόσο πρόδηλα ψεύτικο, όσο και αποδεκτό από τα μέσα και τους αναλυτές.
Ο κ. Τσίπρας έκανε μια δήλωση σχετικά με τους αρμούς της εξουσίας. Με δυο λόγια είπε ότι δεν εδάμασε το κτήνος την πρώτη φορά αριστερά, αλλά θα το πράξει την δεύτερη φορά. Αφήνω στην άκρη την παντελώς άστοχη επίκληση αρμών, αφού εκείνο που ενδιαφέρει στην άσκηση της εξουσίας είναι τα κέντρα της εξουσίας. Τα παιδία παίζει και ακόμη και εννοιολογικά δεν ξέρει τι λέει.
Το πολύ ενδιαφέρον είναι ότι αυτό η ατάκα για εσωτερική κομματική εκμετάλλευση και την διατήρηση του οράματος της επαναφοράς στην εξουσία του μορφώματος ΣΥΡΙΖΑ έγινε αντικείμενο έντονης κριτικής από την Νέα Δημοκρατία. Ενδεικτικά αναφέρω τα ακόλουθα.
Ένας υπουργός δήλωσε ότι ο κ. Τσίπρας δεν σέβεται το βασικό δόγμα της αστικής δημοκρατίας, την αυτονομία των εξουσιών. Ένας βουλευτής με παρρησία μας ενημέρωσε ότι θα μεταναστεύσει στην περίπτωση που θα επανέλθει ο κ. Τσίπρας με τους νέους αρμούς. Οι δημοσιογράφοι του Φιλελευθερισμού για μια ακόμη φορά μας αποκάλυψαν το “σταλινικό” κ. Τσίπρα. Ο δε κ. Πολάκης ανεσύρθη από την πολιτική λήθη και γρύλισε κάτι για τον δεύτερο γύρο.
Μα επιτέλους, ακόμη εκεί είστε;
Ο κ. Τσίπρας και το μόρφωμα ΣΥΡΙΖΑ είναι ένας εναλλακτικός πόλος εξουσίας ΜΕΣΑ, εντελώς ΜΕΣΑ στο πλαίσιο της αστικής δημοκρατίας.
Άν ο κ. Τσίπρας και το πολιτικό του μόρφωμα ήσαν “επαναστάτες” θα είχαν πορευθεί διαφορετικά το καλοκαίρι του 2015, όταν οι συνθήκες για μια διαφορετική πορεία της παροικίας στην οποία κατοικούμε υπήρχαν.
Οι δε συνεχείς επιθέσεις στον κ. Βαρουφάκη επειδή τάχατες κατέστρεψε την χώρα είναι καθόλα ενδεικτικές.
Ο κ. Τσίπρας λοιπόν δεν είναι επαναστάτης, είναι απλά ένας νέος πολιτικός με τη φιλοδοξία να κυβερνήσει ξανά τη χώρα, και για να το πράξει επιθυμεί – και το λέει – να “στήσει” το δικό του κρατικό μηχανισμό. Το όλο θέμα είναι πεδίο υπερβολής, αφού ο κρατκός μηχανισμός συνεργάστηκε κατά το μάλλον ή ήσσον στην (πρώτη;) πενταετία του ΣΥΡΙΖΑ, αλλά ο κ. Τσίπρας το βλέπει έτσι. Ή τουλάχιστον τα λέει έτσι, αφού σε τελική ανάλυση, και όταν έλθει στην εξουσία ξανά, άν συμβεί κάτι τέτοιο, θα κάνει και πάλι ό,τι του λένε οι χορηγοί του.
Ο κ. Τσίπρας λοιπόν βγαίνει κερδισμένος από αυτή την παντελώς ανούσια “σύγκρουση”.
Η Νέα Δημοκρατία μέσα από την ιδεολογική της ένδεια – πως αλλιώς να χαρακτηρίσω το ότι ο κ. Α. Γεωργιάδης είναι βασικός εκφραστής της “γραμμής” του κόμματος; – βγαίνει και αυτή κερδισμένη.
Επειδή χρησιμοποιεί τις προβοκατόρικες δηλώσεις του κ. Τσίπρα για να φοβίσει και να συσπειρώσει.
Το θλιβερό της ιστορίας είναι ότι και τα δύο μεγάλα πολιτικά κόμματα της χώρας θεωρούν ότι οι οπαδοί και ψηφοφόροι τους είναι κρετίνοι, ανιστόρητοι και ζουν σε σπηλιές.
Ευτυχώς υπάρχουν και οι ταλαιπωρημένοι κάτοικοι της Λέσβου, της Χίου, της Σάμου, και των άλλων νησιών, για να εκφράσουν κάτι διαφορετικό.
It has been some time since I published the first part of Golo Mann’s “History of Germany since 1789”, covering the period from Napoleon to the end of Bismarck’s rule. In today’s post I will continue sharing with you some quotes from the book, which I consider one of the best history books on Europe. The original’s title is “Deutsche Geschichte des 19. und 20. Jahrhunderts”, first published in German in 1958. I use the English translation by Marian Jackson, reprinted by Penguin Books in 1990. For ease of reference, in each quote I will use the page number of the 1990 reprint.
This is the second part, covering the period from 1890 to the rise of Hitler and Nazism to power (January 1933).
The third part will cover the period from January 1933 to the early 1960s. I am not aiming at reproducing the great intensity of the book, or summarize it. All I want is to present some elements of the work that are representative of its author and his views, which I find stimulating and challenging.
Timeline
A timeline from 1890 to 1933, when Hitler was appointed Chancellor.
1890 – Growing workers’ movement culminates in founding of Social Democratic Party of Germany (SPD).
1914-1918 – World War I
1918 – Germany defeated, signs armistice. Emperor William II abdicates and goes into exile.
1919 – Treaty of Versailles: Germany loses colonies and land to neighbors, pays large-scale reparations. Beginning of the Weimar Republic, based on a new constitution. Its early years are marked by high unemployment and rampant inflation.
1923 – Adolf Hitler, head of the National Socialist German Workers’ (Nazi) Party, leads an abortive coup in a Munich beer hall. France, Belgium occupy the Ruhr over failed reparation payments. Hyperinflation leads to economic collapse.
1924 – Hitler writes Mein Kampf – “My Struggle” – in prison.
1929 – Global depression, mass unemployment.
January1933 – Hitler becomes chancellor. Weimar Republic gives way to a one-party state.

Part Eight: The Age of William II (1888 – 1914)
After 1890 German affairs took a turn for the worse and therefore many historians came to the conclusion that Bismarck’s fall was a disaster and the beginning of all Germany’s misfortune. But it needs little acumen to show the erroneousness of this view. (p. 415)
Our character is determined partly by the reality in which we live, by the tasks that confront us. (p. 422)
The semi-dictatorship which Bismarck had exercised in order to preserve the peace, to deprive German development of its momentum, had collapsed in 1890. The verdict was final; it could not be reversed five years later. The energies of the German Reich could no longer be neutralized as in Metternich’s day. Something had to be done with them. (p.426)
Great states, that is states which under given conditions regard themselves as great, want to be influential beyond their own frontiers. History confirms this a hundred times. (p. 426)
“Only complete political dishonesty and naive optimism can fail to recognize that, after a period of peaceful competition, the inevitable urge of all nations with burgeois societies to expand their trade must now once more lead to a situation in which power alone will have a decisive influence on the extent to which individual nations will share in the economic control of the world, and thus determine the economic prospects of their peoples and of their workers in particular” Max Weber (p.434)
“Bernhard Bullow (German Chancellor from 1900 to 1909) is clean-shaven and flabby, with a shifty look, and usually has a smile on his face. Although he has no ideas in stone for emergencies he adopts the ideas of others and reproduces them skilfully… If Bullow wants to set one man against another he says with a charming smile ot the one that the other does not like him. The method is simple and almost infallible.” Geheimrat Holstein (p.437)
Once people had made the mistake of regarding the nation-state as the ultimate human goal and its “greatness” as an absolute purpose, there was no escape from the wearying game of threats and reconciliations, attempts to expand and withdrawals, of ever-changing speculative combinations; while always on the horizon there was the thing which everyone and no one believed in, war. (p.438) …alliances, however peacefully meant, always provoke others, and thus increase the danger they try to avert. (p.439)
On the contrary, in the nineteenth century Germany had been definitely popular among the Anglo-Saxons. The unpopular countries were France and Russia, France because it was revolutionary, imperialistic and restless, and Russia because it was exotic, barbarian and despotic. .. Only in the last ten or twelve years before 1914 did Germany become unpopular in Britain. The Germans lost the sympathies of the world because they did not believe that they had them and boastfully announced that they could do without them. (p.443)
There are two sides in every conflict and it would be wrong to hold German diplomacy alone responsible for the intrigues and fears that poisoned the European atmosphere in the decade before 1914. Foreign policy is largely irrational and comes up against elements that are also irrational. .. Economic competition can be controlled by sensible aim of making money; the same does not apply to political competition. (p.445)
The trouble with all youth movements is that they fail to keep their promises, however hard they try. German youth did have ideals when it came to nation and state, but given modern society as it was these ideals could only be cultivated by a small, young circle. This led to disappointments and later also to political aberrations. (p.466) The concept of the nation had no logical place in the Habsburg Empire. (p.467)
The Habsburg monarchy was a survival of the past, the only great non-national state in the age of nationalism. (p. 468) Economic interests bring people together, politics divide them. Political activity is competitive and threatening. The question of whether you can kill me or I can kill you arises between all living beings who do not share the same laws and do not trust each other. (p. 476)
The living know they will die but they do not believe it because they have become used to life and only know life. Such, more or less, must have been the mood before 1914. (p.478)
It was an old Austrian axiom that the “monarchy” would not last much longer than Turkey. Both states were supra-national and violated the principle of the nation-state. If Balkan nationalism triumphed over Turkey it would also triumph over Austria and in Austria. The Austrians therefore regarded the end of the First Balkan War as a defeat. (p.478)

His (Archduke Francis Ferdinand of Austria) views on Serbia were more or less those of Bismarck, namely that its plum trees and pigs were not worth the bones of an Austrian soldier. (p.482)

War Aims and Domestic Friction
In wartime it is not political sense that rules, but war – the generals or civilians who know how to wage it. (p.508)
The aims had not led to the war, but the war, once there, led to the aims… Only German Social Democrats believed from the first day of the war to the last in the idea of peace without conquests, thus proving once again how superior their political education was to that of the middle classes. (p. 511-512)
It is difficult to have sensible aims in the midst of an orgy of senselessness… What would the peoples, the masses, do if they suddenly saw the whole enormous war effort as a cruel piece of foolery? (p. 512)
Changes
War is known to strengthen the strong and to weaken the weak, those who are already on their way down. The strong were those who were capable and could be made use of, but they were also vulgar, ruthless and shameless. (p. 520)

Chronology
In other countries the crisis brought to the top the most ruthless, most imaginative politicians, Lloyd George in England and a year later Clemenceau in France. … It is logical that when war penetrates and dominates everything, when it is “total” war, the general must rule. .. Ludendorff was a tremendous worker, an expert on the new weapons, a man whose head was full of figures and names but who was irritable and brutal and in the subtleties of life as inexperienced as a child. The Last Year
Just as the army leaders had never paid any attention to the psychology of the enemy, they now gave no thought to the effect which their armistice offer must have on the German masses. (p.543)
Part Ten: Weimar
Two basic documents
We know today that the wars of this century are bad for everybody and that the victor cannot undo the damage done to him by doubling or increasing to hundredfold that done to the defeated enemy. If he tries to do this he multiplies the damage done to himself. Victory is an illusion. (p. 568)
But the world cannot reverse gear; it cannot. It can fall or decline, like Greece or Rome, but it can never reverse gear. (p. 569)
It is an old truth that one should place least trust in one’s own right, in one’s own power and its duration when one is on top; then is the moment for humility , the moment to doubt of one’s own merit. There is always something in victory to be ashamed of. (p. 570)
The German Government signed the treaty… The Germans signed under protest because they had no choice. They called the treaty a “dictation” which indeed it was; because genuine negotiations had taken place only between the victors, not between victors and vanquished. Such a treaty does not last linger than the political situation on which it was based. (p. 570)
The Weimar Constitution presupposed that the Germans were agreed on the basic concepts of their communal existence. That they respected each other and were prepared to live together. It was possible to have differences of interest and opinion, they existed everywhere and could be dealt with, But the nation needed to be reasonably at peace with itself and with the rest of the world. If it was not no constitution could help it…(p.574)
Unrest, Followed by Apparent Consolidation
Munich thus became the center both of Bavarian opposition and of an all-German conspiracy against Berlin democracy… Berlin was supposed to hold together the divided, threatened and deeply dissatisfied nation. (p. 576)
The economic chaos of the post-war years, the growing inflation brought with it a profound change. (p. 577)
Consequently the supporters of the old order possessed at least two attractive arguments in favor of a counter-blow from the right; the new democratic authority had feet of clay; and it allegedly offered no guarantees against the Communist or anarchist threat. (p. 582)
The Intellectuals
Spengler, like Hegel, was aware of living at the end of an historical epoch, and he was stimulated by the war as Hegel had been by Napoleon’s appearance…What was dangerous for Hegel, the glorification of war, the worship of power and success, Spengler took over. (p.618)
What made Oswald Spengler into a central intellectual figure was his description of the present and the immediate future. (p. 619)
“Blood for gold”, was what Spengler taught, and “work for moneybags, blood for gold” was what the National Socialists sang later. (p. 620)
By praising old Prussia but criticizing the monarchy, by ridiculing the ideal of progress, by glorifying war but claiming to be a socialist, by completely overthrowing conventional ways of thinking in politics Spengler became the co-founder of an intellectual movement which the present writer cannot ignore, however confused it was and however little came of it in the end. It was called the “Conservative Revolution” . (p. 620)
From Stresemann to Brüning
[Timeline: With the end of the First World War and the start of the November Revolution, Chancellor Max of Baden announced the abdication of the German Emperor Wilhelm II on 9 November 1918. He also appointed Friedrich Ebert as his own successor as Chancellor. The Council of the People’s Deputies, a provisional government consisting of three delegates from the Social Democratic Party (SPD) and three from the Independent Social Democratic Party (USPD), took over the executive power on the following day and called for a National Congress of Councils on 16 to 21 December to convene in Berlin. This Reichsrätekongress set elections for a national assembly to take place on 19 January 1919.]
1919 was the great hour of democracy but it was not a happy hour. (p. 623)
The people was a chaos of conflicting hopes and fears. Chaos does not resolve itself on its own; what is needed are ideas and determination and not just a well-prepared constitution. The leaders of the Social Democratic Party replaced determination to govern by determination to keep order and by considerable, affecting integrity.(p. 624)
At the 1919 elections to the National Asembly more Germans voted for the Social Democrats than voted for the National Socialists even at the time of their greatest popular triumph in the summer of 1932. (p.683)
In fact the party which decided the fate of the Weimar Republic was the Center. (p.626)
(Stresemann) He received no thanks for any of his achievements and he was blamed for everything that he had failed to achieve. .. The good period of the Weimar Republic was thus, on closer inspection, not so good after all. Nor was it felt as such. (p. 627)
The relationship between between Germany and the new Polish state could not be good. Poland had been created at the expense of Germany, as Prussia had been at the expense of Poland… The Germans felt superior to the small Slav nations in a very different sense from that in which they felt superior to the French. It seemed natural to them that Poles lived under Prussian rule because the strong expands at the expense of the weak … But the same mutual, arrogant dislike separated Germans and Czechs, the latter regarding themselves as morally superior and the former as basically stronger, as having the justification of history behind them. (p. 628)
The Weimar Constitution provided for the election of the President by the people, by all men and women entitled to vote. The first President, Ebert, had not been elected under this procedure, but had been appointed by the National Assembly. After his death in the spring of 1925 it became necessary to hold an election. The united right chose Hindenburg as its candidate and Admiral von Tirpitz persuaded him to accept the honour – two veterans of 1870. Hindenburg was elected, although by a narrow majority. Had the Communists not put up a third candidate, the “popular bloc”, represented by a mild Center republican, would have triumphed over Hindenburg’s “Reich bloc”. (p.631)
The idea of the Weimar Republic , to the extent that it had one, was compromise, peace between classes, not class struggle to the bitter end. (p. 635)
A few months later, at the beginning of October (1929), Gustav Stresemann died after a stroke. This was a loss of the kind which the Republic could least afford at this moment. Like no one else Stresemann had kept Parliament together, had personally made possible the compromise between labor and capital, and by his diplomacy had given meaning to Germany’s existence as a state among states. (p. 636)
Crisis and Disintegration of the Weimar Republic
In the Reichstag of 1928 the Nazis has mustered only 12 members and the Nazis were considered as part of the “lunatic fringe”. Hitler made no progress as long as things were going tolerably well in Germany. But starting in 1929 the economy collapsed.
The Nazi Party had the advantage that it was in no way involved with what had happened in Germany since 1919.
In Germany the storm now turned against the Republic itself, against the whole “System” and all who had been part of it. (p.643).

When the votes were counted in September 1930, it appeared that the supporters of the National Socialists had increased tenfold (my note: from 12 to 107). The New Reichstag was scarcely capable of doing the things which a Parliament is supposed to do, of positive investigation and decision.
The system by which Germany was governed depended on the pleasure of the President.
After 1930 only the Army and the President – two not very republican institutions – stood between the Nazis and the Republic (p.685).
In 1932 Germany produced scarcely half of what it had produced in 1929.
[Since 1929, Germany had been suffering from the Great Depression as unemployment rose from 8.5% to nearly 30% between 1929 and 1932, while industrial production inside Germany dropped roughly 42%.]
It was the misery and the fear of misery which drove people into the Nazis arms. (p.654)
[Timeline: In March 1932, presidential elections pitted the incumbent Hindenburg, supported by pro-democratic parties, against Hitler and communist Ernst Thälmann. Hitler gained roughly a third of the vote and was thus defeated in the second round in April by Hindenburg, who gained a narrow majority.]
In Germany civil was had threatened since 1930; this was not a climate in which the economy could flourish.
All the major parties by this time had their own “strong arm” squads. By far the most limitant group, however, were the Sturmabteilungen – SA for short – of the Nazi Party, an army organized to fight a civil war.
[Timeline: In April 1932 Brüning had both the communist “Rotfrontkämpferbund” and the Nazi Sturmabteilung banned. The unfavourable reaction in right-wing circles further undermined Hindenburg’s support for Brüning.]
It is impossible to single out all the elements, poisonous or healthy, that fed the Nazi movement. (p. 656)
[Timeline: Hindenburg at the end of May 1932 was persuaded to dismiss Brüning as chancellor, replacing him with Franz von Papen, a renegade of the Centre Party, and a non-partisan “Cabinet of Barons”. Papen owed his appointment to the Chancellorship to General Kurt von Schleicher, an old friend from the pre-war General Staff and influential advisor of President Hindenburg. Schleicher selected Papen because his conservative, aristocratic background and military career was satisfactory to Hindenburg and would create the groundwork for a possible Centre-Nazi coalition. Papen’s cabinet had almost no support in parliament and only three days after his appointment, when faced with the opposition, had Hindenburg dissolve the Reichstag and called for new elections, for 31 July, so that the Reichstag could not dismiss him immediately.]
[Timeline: The July 1932 elections resulted in great gains by the Nazi Party; with 230 seats, it was the largest party in parliament but without an overall majority. Neither the Nazi Party nor Hindenburg had a governing majority, and the other parties refused co-operation. Neither side had a majority on its own, and no coalition could be formed to create a governing majority. Thus, Papen’s minority government continued, leading to another election in November.]
[Timeline: The results of the November 1932 election were a great disappointment for the Nazis. Although they emerged once more as the largest party by far, they had fewer seats than before, and failed to form a government coalition in the Reichstag parliament.]
The Weimar state was thus more an appendage of the Empire of William II or the Bismarck than it was a distinct historic epoch; it was an interregnum between two eras, the second of which was, as we know, infinitely worse. (p.685)
In an interregnum the strongest takes over and it was Hitler who happened to be the strongest. (p.686)
[Timeline: In the November 1932 election the Nazis lost seats, but Papen was still unable to secure a Reichstag that could be counted on not to pass another vote of no-confidence in his government. Papen’s attempt to negotiate with Hitler failed. Under pressure from Schleicher, Papen resigned on 17 November and formed a caretaker government. Papen told his cabinet that he planned to have martial law declared, which would allow him to rule as a dictator. However, at a cabinet meeting on 2 December, Papen was informed by Schleicher’s associate General Eugen Ott that Ministry of the Reichswehr war games showed there was no way to maintain order against the Nazis and Communists. Realizing that Schleicher was moving to replace him, Papen asked Hindenburg to fire Schleicher as defence minister. Instead, Hindenburg appointed Schleicher as chancellor.]
How small the people sometimes are who are in a position to make history, how base their motives, their thoughts, their character… This enmity, this paralysis of German politics caused by the conflict of the mass parties, gave them (the Nazis) their chance… An industrial society in a state of great political excitement could be ruled either democratically or demagogically and tyranically. On the evening of 22 January, in a meeting at the villa of Joachim von Ribbentrop in Berlin, Papen made the concession of abandoning his claim to the Chancellorship and committed to support Hitler as Chancellor in a proposed “Government of National Concentration”, in which Papen would serve as Vice-Chancellor and Minister-President of Prussia. On 23 January, Papen presented to Hindenburg his idea for Hitler to be made Chancellor, while keeping him “boxed” in. On the same day Schleicher, to avoid a vote of no-confidence in the Reichstag when it reconvened on 31 January, asked the president to declare a state of emergency. Once in power (1933) Hitler therefore found it terrifyingly easy to assume absolute control, and the political parties in particular were reduced to dust at his touch. (p.687)
What seemed to begin as a new chapter in German history became the adventure of a villain who forced his will on Germany and through Germany on a large part of the world. (p.688)
Θυμάμαι την πρώτη φορά που πήγα στα Σκόπια ήταν για ένα έργο μεγάλης ελληνικής εταιρείας. Είχαμε τελειώσει τη συνάντηση μας στα γραφεία του πελάτη και γυρνάγαμε στο ξενοδοχείο, περνώντας μέσα από μια στοά. Στην έξοδο της στοάς ήτανε ένας γυρολόγος που πούλαγε διάφορα μπιχλιμπίδια. Ανάμεσα σε αυτά ήταν ένα μεγάλο αυτοκόλλητο, μεγέθους Α4, που έδειχνε το γειτονικό κράτος να εκτείνεται μέχρι τη Θεσσαλονίκη.
Γελάσαμε με ένα τρόπο αμήχανο, γιατί ήτανε δίπλα μας και οι εντόπιοι συνεργάτες, και προχωρήσαμε. Το ξενοδοχείο ήτανε δίπλα. Μπήκαμε μέσα κι εγώ πισωγύρισα, και πήγα στον γυρολόγο κι αγόρασα το αυτοκόλλητο. Δεν ήθελα να ξεχάσω αυτή την αποτρόπαια εικόνα.
Λίγους μήνες μετά, τον Ιούνιο, έζησα από κοντά την εμφύλια σύρραξη του 2001. Το ταξί που μας έφερνε στα Σκόπια από τη Θεσσαλονίκη πέρναγε 10 χιλιόμετρα δυτικά από την εμπόλεμη ζώνη. Από το γραφείο του πελάτη μπορούσαμε να δούμε καθαρά τους βομβαρδισμούς.
Το έργο διήρκεσε λίγο παραπάνω από ένα χρόνο, τα πράγματα ηρέμησαν, αλλά το Α4 με τη “Μακεδονία” να φτάνει μέχρι τη Θεσσαλονίκη το έχω ακόμα. Δεν θα το ξεχάσω ποτέ. Ένας βασικός λόγος είναι ότι είναι αναντίστοιχο με αυτό που βίωσα στα Σκόπια.
Η λεγόμενη “Βόρεια Μακεδονία” είναι μια φτωχή χώρα, χωρίς πόρους, στη μέση του πουθενά. Το 30% του πληθυσμού είναι Αλβανοί, που δεν θέλουν καν να λέγονται “Μακεδόνες”. Οι περισσότεροι κατοικούν στο δυτικό μέρος του κρατιδίου. Στο βορειοδυτικό σύνορο, βρίσκεις το Κόσοβο. Ο ρυθμός αναπαραγωγής του Αλβανικού πληθυσμού είναι πολύ μεγαλύτερος από εκείνον του “Μακεδονικού”, και προβλέπεται ότι μετά από 20 χρόνια οι Αλβανοί θα είναι περισσότεροι.
Στην αγορά των Σκοπίων, που κυριαρχείται από Αλβανούς, μπορείς να βρεις τα πάντα, τα περισσότερα λαθραία. Η Ποντγκόριτσα, στο γειτονικό Μαυροβούνιο, ήταν τότε το κέντρο διανομής από το οποίο ερχόντουσαν στα Σκόπια όλα τα καλά του κόσμου.
Το κρατίδιο αυτό δεν θα μπορούσε να επιβιώσει χωρίς τα προγράμματα οικονομικής ενίσχυσης των ΗΠΑ. Θυμάμαι ότι και ο Καναδάς είχε συνεισφέρει.
Πάρα πολλοί πολίτες του κρατιδίου είναι οικονομικοί μετανάστες, οι περισσότεροι βρίσκονται στη Γερμανία. Πολλά στεγαστικά δάνεια έχουν ρήτρα Ελβετικού φράγκου λόγω αστάθειας του τοπικού νομίσματος.
Η “Συμφωνία των Πρεσπών” είναι αποτέλεσμα των επιθυμιών και επιδιώξεων την ΗΠΑ και της Γερμανίας να σταθεροποιηθεί η κατάσταση στα Δυτικά Βαλκάνια. Ο κ. Τσίπρας συνέπλευσε και απέκτησε πολλά εύσημα εκ τούτου.
Είναι όμως αυτή μια καλή συμφωνία για την Ελλάδα;
Από όσα έχω διαβάσει δεν υπάρχει κάποιο συγκεκριμένο όφελος για την Ελλάδα. Νομίζω ότι περισσότερο μας έχουν ανάγκη οι γείτονες “Μακεδόνες” από ότι τους έχουμε εμείς.
Φαίνεται λοιπόν ότι κλείνουμε το θέμα της ονομασίας χωρίς να έχουμε εισπράξει κάτι χειροπιαστό σαν χώρα.
Τι χάνουμε όμως;
Σύμφωνα με τις έρευνες γνώμης, η μεγάλη πλειοψηφία των Ελλήνων δεν θέλουν τη συμφωνία αυτή. Παρόλα αυτά όμως, η Κυβέρνηση και οι συμπορευόμενοι βουλευτές θα την ψηφίσουν.
Προσωπικά είμαι ενοχλημένος από το γεγονός ότι η Ελλάδα δεν εισπράττει κάτι από μια τόσο σημαντική συμφωνία. Το θέμα της ονομασίας φαίνεται να είναι σημαντικό για πολλούς συμπολίτες, σέβομαι τη γνώμη τους, αλλά δεν καταλαβαίνω γιατί του δίνουν τόση σημασία. Κατά την προσωπική μου γνώμη, ο κίνδυνος που ελλοχεύει στη “Βόρεια Μακεδονία” είναι ο Αλβανικός αλυτρωτισμός και επεκτατισμός. Ο θύλακας που έχει γεωγραφικό κέντρο το Κόσοβο θα γίνει στην επόμενη πενταετία το επίκεντρο πολλαπλών και παρατεταμένων συγκρούσεων, και μπορεί να οδηγήσει σε μόνιμη αστάθεια, κάτι σαν το Βαλκανικό αντίστοιχο της Συρίας. Αυτό όμως είναι άλλο θέμα. Το αναφέρω επειδή ο κίνδυνος είναι υπαρκτός, είναι σημαντικός, και κάποια στιγμή θα εκδηλωθεί με τρόπο ορατό στους πολλούς, ενώ σήμερα είναι ορατός στους λίγους.
Παρ’ όλες τις ενδείξεις της διαφωνίας ενός πολύ μεγάλου ποσοστού του πληθυσμού της Ελλάδος με τη συμφωνία, η Κυβέρνηση και οι συμπορευόμενοι εξακολουθούν να επιμένουν ότι αρκεί να εγκριθεί η συμφωνία από τη Βουλή.
Γιατί όμως δεν κάνουν ένα δημοψήφισμα; Δεν μπορεί άραγε η Δημοκρατία της Ελλάδος να αντέξει κάτι τέτοιο; Κι αν δεν μπορεί, τι Δημοκρατία είναι αυτή;
Νομίζω ότι η Δημοκρατία της Ελλάδος μπορεί να αντέξει ένα δημοψήφισμα για τη συμφωνία των Πρεσπών, αλλά ο κ. Τσίπρας και οι λοιποί κυβερνώντες φοβούνται την γνώμη του λαού και για το λόγο αυτό δεν το κάνουν.
Έχουμε μια Κυβέρνηση που φοβάται το λαό. Και για το λόγο αυτό του στερεί το δικαίωμα να εκφράσει τη γνώμη του για κάτι που ο λαός θεωρεί πολύ σημαντικό.
Το φαινόμενο είναι πολύ σημαντικό επειδή δεν έχει σχέση με την οικονομία. Οι Έλληνες δέχθηκαν την επιβολή βαρύτατων μέτρων στην οικονομία, τα περισσότερα από τα οποία ισχύουν και σήμερα, με κορυφαία την υπερφορολόγηση. Στη διάρκεια της τελευταίας τετραετίας οι μαζικές κινητοποιήσεις για το θέμα αυτό ήταν ελάχιστες σε σχέση με τη βαρύτητα και τη σημασία των μέτρων.
Για το θέμα της “Βόρειας Μακεδονίας” όμως, οι Έλληνες ξεσηκώθηκαν.
Όσο και αν συμφωνεί ή διαφωνεί κανείς, το γεγονός αυτό είναι σημαντικό για τη δημοκρατία και για την κοινωνία που εκφράζεται ως έθνος, γλώσσα, θρησκεία.
Σημειώνω ότι καμία πολιτική δύναμη δεν ζήτησε επιτακτικά και δυναμικά τη διεξαγωγή δημοψηφίσματος.
Αυτός ο λαός που διαφωνεί, που διαδηλώνει, έχει χαρακτηρισθεί από πολλούς σαν “φασίστες, ακροδεξιοί, εθνικιστές” και άλλα επίθετα απαξιωτικά και προσβλητικά.
Είναι έτσι τα πράγματα;
Στη σημερινή δημοκρατία, ο πολίτης είναι εξαιρετικά περιορισμένος και ουσιαστικά ορίζει εκπροσώπους του στο Κοινοβούλιο και την τοπική αυτοδιοίκηση, παρά συμμετέχει στα κοινά με την ουσιαστική έννοια του όρου.
Αυτός ο πολίτης βρίσκει φωνή να εκφρασθεί για κάτι που το θεωρεί σπουδαίο, και οι κυβερνώντες, που τους ψήφισε ο ίδιος ο λαός, αγνοούν την φωνή του, και αποφασίζουν μεταξύ τους.
Τυπικά δεν υπάρχει θέμα, πουθενά δεν γράφει το Σύνταγμα της Ελλάδος ότι θα έπρεπε να γίνει δημοψήφισμα για τη “Βόρεια Μακεδονία”.
Δεν μπορεί όμως θέματα ουσίας να αποφασίζονται με βάση του τύπους.
Ο λαός θέλει να εκφρασθεί, έχει άποψη, και οι κυβερνώντες τον φιμώνουν. Αυτό κατά την άποψη μου συνιστά κατάχρηση της εξουσίας που ο ίδιος αυτός λαός έδωσε στους εκπροσώπους του.
Αυτή η κατάχρηση εξουσίας βιάζει και ακυρώνει τη δημοκρατία.
Κάποιοι θα πρέπει να πληρώσουν για το βαρύτατο αυτό ατόπημα.
Η Κυβέρνηση που θα προκύψει από τις επερχόμενες εκλογές θα πρέπει να διενεργήσει δημοψήφισμα για την επικύρωση ή μη της συμφωνίας των Πρεσπών. Ο κ. Μητσοτάκης, που φαίνεται ότι θα είναι ο νέος Πρωθυπουργός, θα πρέπει να δεσμευθεί σήμερα ότι θα διενεργήσει δημοψήφισμα. Δεν αρκεί να δηλώνει ότι η συμφωνία είναι “κακή”.
Το θέμα δεν είναι τι νομίζει ο κ. Μητσοτάκης για τη συμφωνία, αλλά κατά πόσον ο κ. Μητσοτάκης και η Νέα Δημοκρατία σέβονται το δικαίωμα του Ελληνικού Λαού να εκφρασθεί πέρα από την ψήφο του και με την διατύπωση της γνώμης του για τη συμφωνία των Πρεσπών.
Άν δούμε το ιστορικό προηγούμενο, ο κ. Μητσοτάκης δεν θα τολμήσει. Η Νέα Δημοκρατία έχει ιστορικό αυταρχικής διακυβέρνησης. Αυτό όμως δεν σημαίνει ότι δεν πρέπει να γίνει δημοψήφισμα. Απλά σημαίνει ότι δεν είναι μόνο ο ΣΥΡΙΖΑ που φοβάται την ετυμηγορία του Ελληνικού λαού.
Μετά την παραίτηση του κ. Κοτζιά από τη θέση του Υπουργού Εξωτερικών, έχουν ακουστεί ήδη οι πρώτες αξιολογήσεις για το έργο του, άλλες θετικές, άλλες αρνητικές.
Οι περισσότερες όμως είναι πρόχειρες και ατεκμηρίωτες.
Πως μπορεί να αξιολογηθεί η θητεία του κ. Κοτζιά στο Υπουργείο Εξωτερικών της Ελλάδος με ένα τρόπο που ξεπερνάει τις ενστικτώδεις αντιδράσεις, τις πολιτικές φιλίες ή αντιπάθειες, και τις παραμορφώσεις που επιβάλει η συγκυρία;
Στο σημείωμα αυτό θα προτείνω ένα πλαίσιο μέσα στο οποίο θα μπορούσε να πραγματοποιηθεί η αξιολόγηση αυτή, χωρίς να προβώ στην αξιολόγηση.
Η αναγνώστρια ελπίζω ότι θα μπορέσει να χρησιμοποιήσει το πλαίσιο για να κάνει τη δική της αξιολόγηση, με βάση τα δεδομένα και την κρίση της.
Το πλαίσιο περιλαμβάνει δύο μέρη. Στο πρώτο μέρος αναφέρονται και αξιολογούνται θεματικές περιοχές στις οποίες ενήργησε ο κ. Κοτζιάς. Το δεύτερο μέρος είναι συνθετικό του πρώτου, και αξιολογεί την εν γένει συμβολή του στις διεθνείς σχέσεις της Ελλάδος.
Θα περιοριστώ στο πρώτο μέρος, αφού το δεύτερο είναι περισσότερο σύνοψη του πρώτου. Ο κ. Κοτζιάς ασχολήθηκε κυρίως με τις ακόλουθες θεματικές περιοχές. Τις αναφέρω χωριστά, παρόλο που όπως είναι σαφές υπάρχουν αλληλεπιδράσεις και αλληλεξαρτήσεις.

Η αξιολόγηση των πεπραγμένων του κ. Κοτζιά σε κάθε μία περιοχή θα πρέπει να γίνει με βάση τα γεγονότα και όχι με βάση προθέσεις, διακηρύξεις ή και επιθυμίες.
Η διαδικασία ξεκινά με την απαρίθμηση των γεγονότων ανά θεματική περιοχή και συνεχίζεται με την αξιολόγηση τους. Η πρώτη αξιολόγηση για κάθε γεγονός το κατατάσσει σε μία από τις τρεις κατηγορίες: πολύ θετικό, ουδέτερο, πολύ αρνητικό.
Αυτό γίνεται επειδή η ύπαρξη ενός πολύ αρνητικού γεγονότος σε μια θεματική ενότητα μπορεί να χαρακτηρίσει συνολικά την περιοχή, ανεξάρτητα από όσα πιθανά θετικά έγιναν. Είναι κάτι ανάλογο με τη “μύγα μέσα στο γάλα”.
Θα χρησιμοποιήσω ένα παράδειγμα για να περιγράψω τα πρώτα βήματα της αξιολόγησης σε μια θεματική περιοχή.
Ας πάρουμε την θεματική ενότητα “Ρωσία”. Ένα γεγονός στην θεματική αυτή ενότητα είναι η απέλαση από την Ελλάδα δύο Ρώσων διπλωματών το καλοκαίρι του 2018.
Τον Ιούλιο 2018 διέρρευσε από την εφημερίδα “Η Καθημερινή” ότι η Ελλάδα απέλασε δύο Ρώσους διπλωμάτες και απαγόρευσε την είσοδο σε άλλους δύο. Λίγο μετά το Υπουργείο Εξωτερικών των ΗΠΑ ανακοίνωσε ότι οι ΗΠΑ στηρίζουν την Ελλάδα στο δικαίωμα της να υπερασπίσει την κυριαρχία της.
Εκπρόσωπος του Ρωσικού Υπουργείου Εξωτερικών δήλωσε ότι η Ελλάδα δέχεται ισχυρές πιέσεις και παρασύρθηκε. Η Ρωσική Κυβέρνηση προχώρησε στην ακύρωση της προγραμματισμένης επίσκεψης στην Ελλάδα του Υπουργού Εξωτερικών κ. Λαβρόφ και σε αντίστοιχα αντίποινα.
Ο κ. Κοτζιάς σε σχετική συνέντευξη του τόνισε: “Η εποχή που θεωρούνταν διπλωματία το να κάνεις την κότα πέρασε.”
Πριν προχωρήσω στην αξιολόγηση του γεγονότος των απελάσεων, θα ήθελα να διατυπώσω τα δεδομένα όσο πιο απλά γίνεται.
Η αιτία των απελάσεων σύμφωνα με την Ελληνική πλευρά είναι ότι Ρώσοι πολίτες επιχείρησαν να αναμιχθούν στα εσωτερικά της Ελλάδος. Πρόσφατο δημοσίευμα της εφημερίδας “New York Times” δίνει πολλές λεπτομέρειες. Πυρήνας την ανάμιξης αποτέλεσε η συμφωνία των Πρεσπών. Η Ρωσία είναι αντίθετη με την είσοδο των Σκοπίων στο ΝΑΤΟ οπότε επιχείρησε να υποσκάψει την συμφωνία υποδαυλίζοντας κινήσεις εναντίον της συμφωνίας.
Το πρώτο ερώτημα που προκύπτει σχετικά αφορά την διαχείριση της υποτιθέμενης ανάμιξης της Ρωσίας στα εσωτερικά της Ελλάδος. Ας υποθέσουμε ότι όντως Ρώσοι πολίτες υποδαύλισαν κινήσεις εναντίον της συμφωνίας των Πρεσπών. Τι αποκόμισε η Ελλάδα από την απέλαση δύο διπλωματών και την απαγόρευση εισόδου σε δύο άλλους;
Είναι τα οφέλη της απέλασης μεγαλύτερα από τις ζημίες; Σημειώνω ότι εκτός από την επιδοκιμασία των ΗΠΑ δεν φαίνεται να υπάρχει κάτι άλλο θετικό στην απέλαση.
Δεν υπήρχαν άλλοι τρόποι να ενεργήσει το Υπουργείο Εξωτερικών;
Το ελάχιστο που μπορεί να υποθέσει κανείς είναι ότι ένα Υπουργείο που έχει αποστολή ου την διπλωματική δραστηριότητα προς όφελος της Ελλάδος, έχει τουλάχιστον μία εναλλακτική προσέγγιση στην απέλαση. Όπως ένα διπλωματικό διάβημα που δεν βλέπει το φως της δημοσιότητας και έχει το ίδιο περιεχόμενο με εκείνο που έμαθε όλος ο κόσμος με την απέλαση.
Γιατί δεν ακολούθησε την εναλλακτική προσέγγιση το Υπουργείο Εξωτερικών;
Θα μπορούσε βέβαια να υποθέσει κανείς ότι το όλο συμβάν αποτελεί εκδήλωση μιας παρόρμησης που δεν συνοδευόταν από ψύχραιμη σκέψη και ανάλυση. Επιλέγω να απορρίψω μια τέτοια υπόθεση.
Το μόνο που απομένει, αν απορρίψει κανείς την υπόθεση της παρόρμησης, είναι να συμπεράνουμε ότι η απέλαση έγινε για να δώσει έμπρακτη και δημόσια διαβεβαίωση στις ΗΠΑ ότι η Ελλάδα δεν θα ανεχθεί την υποτιθέμενη ανάμιξη της Ρωσίας στα εσωτερικά της.
Πως αξιολογεί κανείς ένα τέτοιο συμβάν;
Αν το αξιολογήσει ως ουδέτερο, δεν αξίζει τον κόπο να συνεχίσουμε με αυτό.
Αν όμως το αξιολογήσει πολύ αρνητικό, ή πολύ θετικό, θα πρέπει να εμβαθύνει και να τεκμηριώσει. Με δεδομένο ότι δεν είναι εμφανή τα οφέλη για την Ελλάδα από το συμβάν, και ότι το υποτιθέμενο αίτιο είναι μάλλον περιορισμένης κλίμακας (μπορεί να υπήρχε πρόθεση και κάποια ενέργεια των Ρώσων αλλά η αποτελεσματικότητα είναι σαφώς περιορισμένη) η αξιολόγηση “πολύ αρνητικό” μπορεί να δοθεί αν λάβουμε υπόψη μας την επελθούσα επιδείνωση των σχέσεων με τη Μόσχα, χωρίς η Ελλάδα να αποκομίσει κάποιο αντίστοιχου μεγέθους όφελος. Στόχος της διπλωματίας δεν είναι οι αναίτιες συγκρούσεις, αλλά η επίτευξη των στόχων της χώρας με διπλωματικά μέσα.
Η Ελλάδα οδηγήθηκε σε μια δημόσια σύγκρουση ενώ θα μπορούσε να διαχειριστεί το θέμα διαφορετικά.
Μπορεί κάποιος να αντιλέξει ότι τα οφέλη από το επεισόδιο αυτό δεν φαίνονται, αλλά υπάρχουν. Μακάρι να είναι έτσι. Αλλά μέχρι να παρουσιαστεί κάποια ένδειξη για τα οφέλη αυτά, θα πρέπει στην καλύτερη περίπτωση να είμαστε επιφυλακτικοί.
Συνοψίζοντας, εντοπίσαμε ένα γεγονός στην θεματική ενότητα “Ρωσία” και επιχειρήσαμε μια πρώτη αξιολόγηση σε μια από τρεις κατηγορίες: πολύ αρνητικό, ουδέτερο, πολύ θετικό.
Στην διαδικασία αυτή υπάρχουν τρία τουλάχιστον καίρια ερωτήματα που πρέπει να απαντηθούν:
Ποια είναι τα οφέλη και οι ζημίες της Ελλάδος από το συμβάν;
Ποιες είναι οι εναλλακτικές δράσεις που θα μπορούσε να επιλεγούν;
Γιατί επελέγη αυτή η συγκεκριμένη δράση;
Η ολοκλήρωση του πρώτου μέρους της αξιολόγησης περιλαμβάνει την πρώτη αξιολόγηση όλων των κύριων γεγονότων σε όλες τις θεματικές ενότητες, κάτι που θα επιχειρήσω στο σημείωμα αυτό.
Ελπίζω όμως ότι ο αναγνώστης θα επιχειρήσει να επιβεβαιώσει ή να καταρρίψει την αρχική δική του αξιολόγηση του έργου του κ. Κοτζιά, χρησιμοποιώντας το πλαίσιο αυτό. Στην πορεία μπορεί να ανακαλύψει πτυχές και διαστάσεις των θεμάτων που δεν τα είχε δει προηγούμενα. Σε κάθε περίπτωση, ελπίζω να βγει σοφότερος από τη διαδικασία αυτή.
Σήμερα (17 Οκτωβρίου 2018) παραιτήθηκε ο Υπουργός Εξωτερικών της Ελλάδος κ. Νίκος Κοτζιάς. Κατόπιν τούτου η πορεία της χώρας είναι οριστικά προεκλογική.
Ο Πρωθυπουργός κ. Τσίπρας προστάτευσε την Κυβερνητική Συμμαχία για να προλάβει να εφαρμόσει μια σειρά από μέτρα που θα ανακουφίσουν τα ασθενέστερα οικονομικά στρώματα. Όλα αυτά θα γίνουν λίγο πριν/ λίγο μετά τα Χριστούγεννα. Μέχρι τα τέλη Ιανουαρίου 2019 θα έχουν ολοκληρωθεί. Εκείνη τη χρονική στιγμή θα είναι έτοιμος για να προχωρήσει σε εκλογές.
Η απαξίωση του κ. Κοτζιά, που τον οδήγησε στην παραίτηση του, καταδεικνύει την δευτερεύουσα σημασία που έχει πλέον για τον κ. Τσίπρα στη φάση αυτή η οριστικοποίηση της συμφωνίας για τα Σκόπια. Δεν συμφέρει τον ΣΥΡΙΖΑ η οιαδήποτε συσχέτιση των εκλογών με το Σκοπιανό.
Οι ΗΠΑ φαίνεται ότι είναι ικανοποιημένες με την προοπτική αμυντικής συμμαχίας στα Βαλκάνια ανεξάρτητα από την συμφωνία ανάμεσα στα Σκόπια και την Αθήνα για την ονομασία, και τα άλλα σχετικά, οπότε δεν πιέζουν πλέον. Ο κ. Κοτζιάς εξήντλησε την χρηστικότητα του.
Στόχος είναι επομένως η αποσύνδεση των δύο διαδικασιών των εκλογών και της συμφωνίας με τα Σκόπια, που μάλλον θα επιδρούσε αρνητικά στην κάλπη για τον κ. Τσίπρα.
Επίσης, δεν έχει νόημα να περιμένει τον Μάϊο 2019 διότι το πιο πιθανό είναι ότι θα υπάρξουν εξελίξεις αρνητικές, και διόλου θετικές στην οικονομία.
Το πλέον πιθανό είναι ότι ο κ. Τσίπρας θα καλέσει τους Έλληνες και τις Ελληνίδες να τον ψηφίσουν για μία ακόμη φορά με νωπές τις παροχές, και στο απώτερο βάθος το Σκοπιανό.
Αν το σενάριο αυτό προκύψει, θα έχουμε βουλευτικές εκλογές το αργότερο μέχρι την 25η Μαρτίου 2019.
Σε κάθε περίπτωση, τα γεγονότα που ολοκληρώθηκαν με την η παραίτηση Κοτζιά αναδεικνύουν τον κ. Τσίπρα ως ικανό χειριστή της πολιτικής κατάστασης. Έχει την ικανότητα να λαμβάνει αποφάσεις που εκτιμά ότι συμβάλουν στην επίτευξη του στόχου του, που είναι η διατήρηση στην εξουσία.
Επισημαίνω ότι η αντιπολίτευση φαίνεται ότι έχει υποτιμήσει τον κ. Τσίπρα στο θέμα αυτό.
Είναι μια ευκαιρία λοιπόν για τους αρχηγούς των αντιπολιτευομένων κομμάτων να επανεκτιμήσουν την όλη τους τακτική απέναντι στον κ. Τσίπρα. Δεν κάνω λόγο για στρατηγική, γιατί κάτι τέτοιο δεν υπάρχει στα βιβλία της αντιπολίτευσης.
The military dogma of the USA that Turkey is a strategic ally must change. It has outgrown its utility and is now becoming a liability.
The only reason that might preserve the dogma is military expenditure. But this is not a good enough reason in today’s world.
With Putin strongly in charge of a Russia that is never going to settle for less than equal when it comes to world power, the USA must now admit that their foreign and military policies have grown out of date.
Turkey can never play the role of a buffer between Russia and the Middle East. It has become the opposite. Russia is the main factor of instability as they fuel the conflict in the Middle East and use it to increase their sphere of influence.
This is the strategic game that the USA lost so far.
Putin embraced the Syrian regime and gave them the assurance they needed in order to survive ISIS and the other rebel forces.
Now Putin is there to stay and create more problems for the rather rigid and unsuspecting USA.
It is not an accident that Turkey is becoming best friends with Iran and that rumours of the development of Turkey’s nuclear capability are in the air.
Wake up USA before it is too late for you and the rest of the western world!
I wrote an article trying to answer the question whether SYRIZA, the political party ruling Greece today will be able to last for the full four years of their term, or there will be early elections.
One day before Greek citizens go to the polls for the third time in 2015, I would like to offer some thoughts on the Greek General Elections. To express them I have borrowed some quotes from Geoffrey Hawthorn’s book “Thucydides on Politics: Back to the present”. Hawthorn offers a brilliant and refreshing political reading of Thucydides that is relevant to modern politics.
The EU Summit agreement of 12th July 2015
“… people engaged in politics and war often do not have a full sense of what they are doing and why.” (1, p.16)
“…also in his (Thucydides) portrayal of individuals, who are invariably complex, often contradictory and in their thoughts and actions governed more by circumstance than any ideology or theory would easily allow.” (1, p.15)
There have been so many attempts to explain why Mr. Tsipras, the leader of SYRIZA and Prime Minister at the time, signed the third agreement of Greece with her creditors, especially given the fact that less than a week before, the Greek People had ‘rejected’ a similar agreement by a 61-39 vote. The view that an individual’s thoughts and actions are governed more by circumstance than any ideology or theory would easily allow, provides a simple explanation.
During the campaign that leads to tomorrow’s elections, Mr. Tsipras and SYRIZA have tried to give another explanation of what has happened, along the lines of reaching an honorable compromise, under extreme pressure exerted by the creditors.

The vote in January and July 2015
” … people are always disposed to ‘indulge in uncritical hope for what they want but use their sovereign powers of reason to reject what they would prefer to avoid.” (1, p.15)
The General Elections of January 2015 and the Referendum of July 2015 reflect the people’s hope to ‘escape’ from the obligations of Greece’s agreements with her creditors, and return to ‘normality’. This comes five years after the first agreement was signed, and while Greece is still in the midst of a severe economic crisis. The winners of the January 2015 elections, SYRIZA, were able to take full advantage of the ‘uncritical hope’ (the key word in SYRIZA’s January campaign was ‘HOPE’) of the people, and engaged their ‘sovereign powers’ in the July 2015 Referendum. Will SYRIZA be able to do the same in September 2015?
This depends on how the majority of Greek citizens have decoded the events of 2015. In their current politicla campaign, SYRIZA have played on the theme of being the ‘NEW’, fighting the ‘OLD’. The ‘new’ is unspoiled, virtuous, full of hope. The ‘old’ is spoiled, compromised, and the source of the disaster Greece faces. If the voters ‘buy’ this, then SYRIZA will be the first party on Monday morning. This ‘NEW-OLD’ dichotomy is also the key reason why SYRIZA do not wish to form an alliance government with “New Democracy”, the only other contender to win the election. The ‘new’ cannot cohabitate with the ‘old’. Therefore no ‘alliance’.
The opposite is the approach followed by the other contender, ‘New Democracy’. They recognize that mistakes have been made, but do not demonize the past. They openly promote an ‘alliance’ government, supported by most of the parties of the so-called ‘democratic arch’, which excludes the fascist party of ‘Golden Dawn’.
What is going to happen after the elections?
“…events would continue to move in unexpected ways and that those involved in them would continue to be as wise, foolish, surprised, delighted, frightened and cast down as those in his (Thucydides) own story…” (1, p.16)
We have to wait and see how the people will react to the measures required by the third agreement. The only thing that is certain is that the political situation in Greece will continue to be fragile and susceptible to sudden changes. No one should assume that the results of the September elections are going to settle anything. Which raises the question “Why were these elections called?”. But this is a question for another time.
